    Are there any new effects mods that work with STA 1.2?

    I'm referring specifically to smoke, flames, dust, hit marks, etc.

    No. STA1.2 is a standard(none changeable) mod. Let's say - it is a constant, thus all users has ability to change whatever they want to do and anyhow or by some other means bounce alien Cool

    Does STA 3.2 have the latest effects mods (i.e those by Leo K) integrated into it?

    Partly. The main idea was applied, but somehow improved and a bit degraded. STA mod tries to be a very steady mod. No any new "effects" without a proper testing. The game itself is a very resourceful, that's why need to be a very attentive with a new innovations.
